No Tasks and No Records Created in S_SRM_REQUEST table for Communication Outbound Manager Component

Hi,

We are working on Multi server environment where workflow components are enabled on all servers and Communication Outbound Manager Component is enabled only on one server. We are trying to send an email through workflow Policy. When the WF Policy triggers, it is calling the WF and Executing the WF successfully including Send email step.

But There are no request in S_SRM_REQUEST Table and no task for Communication Outbound Manager component . Hence no emails are going out.

What could be the reason for  not generating tasks for Communication Outbound Manager component

When i simulate "Outbound Communications Manager" using Business Service Simulator, Tasks are created for Communication component and emails are going out
