One FNDLIBR process not defuncting after clone - R12.1.3 11.2.0.4db 64bit SLES11

Just completed clone of Production to Dev - R12.1.3 11.2.0.4db 64bit SLES11

All services start up fine. However upon shutdown, one FNDLIBR does not die. How can I fix this ?
