Item highlighted in light Blue on a Work Order

Hello,

What causes a Item to be highlighted in blue on a Work Order?  This is a Vehicle Work Order that we have attached this part to.  There are two weird issues with this, I have attached a screen shot for one and then the excel spread sheet below indicated in red typing has an Quantity Allocated of 99999999999.9999.
