We are upgrading from 11i to R12 and we have almost 2 million rates in the ar_location_rates table a

We are upgrading from 11i to R12 and we have almost 2 million rates in the ar_location_rates table and are experiencing performance issues with the upgrade script.  Has anyone encountered similar issuses and how did you handle it?

For our sample upgrade we deleted them down to 50K and the upgrade runs fine.  However, we are not sure of the implications of deleting old rates.  When we try to upgrade the 2 million rates, the program time grows exponentially, and Oracle support has not offered any supported solution. 

Can anyone offer any advice?
