Oracle EBS R12 Order Management Licensing

Hi guys

We've bought 30 Order Management licenses for business. We tried our level best to obtain some licensing clarity from our vendor here, unfortunately the entity is failing to explain the below situation to our satisfaction.

The OM licensing is "Application User Perpetual" as per the contract we signed.

We have one user Mr. A who is GM for 3 different companies

Our implementation partner has created 3 different responsibilities

All these 3 responsibilities are registered against "Order Management"

Mr. A is assigned with all 3 responsibilities so that he can perform organization level activities

Now our question is, how many Order Management licenses Mr. A consumes? 1 or 3?
