Price fields opens up on an Amount Only PO

Hello,

We are on Peoplesoft 9.1/9.2. Our business users are concerned that requesters can change the price on catalog items by checking the "Amount Only" box on a requisition line. This opens up the Price field.

This appears to be delivered functionality. Has anyone gotten that question before? Is there a standard response? I realize the quantity changes to 1 but the price can still be changed.
