Why doesn't the released encumbrance balance from a PO return to the associated Procurement Contract

When we close a PO associated to a Procurement Contract, if there is a remaining encumbrance balance that is released this amount is not reinstated to the Procurement Contract. This seems like a bug to our agency. Is this working as designed or a bug?
