Tooling for machining - stock control

Hello Community, I have a question based in the scenario below

Oracle R11i  - 11.5.10

in a factory floor there are 900 Machines / 14 departments and 130 production cells

They manufacture 600 different parts, for each part there are required the right tools for each cell production / operations

tools are delivered to the productive cells, each cell receives suitable tools, must be delivered to the production cells

these are expensive tools, machining devices, portable drill, special tools etc...

There 350 tools transactions by day

so, based in the scenario above

we need to know the quantity and balance of each tool in the warehouse

we have the need of when requested by a productive cell to transfer the tools to the productive cells,
