Multiple Ship To Locations When Requisition Loader Runs for Inventory Replenishment

I am trying to create a requisition with multiple ship to locations on each line so that the when inventory demand process run it creates an MSR from two different source business units.  I have not been able to do this in PeopleSoft 8.9.    I have create the requisitions through the Req Loader Process and the ship to locations is the same for both lines.  I have created BU Purchasing Attributes with a the buyer whose defaults are the the ship to location I desire.   When the requisition is created...it creates the the line with the req loader default values...however,
