OU is not available in LOV for First party Organization while creating new payment process profile

in Payables and Cash Management - EBS (MOSC) Question

Hi, we would like to specify First party Organization at Operating Unit level , the new operating unit is not available in LOV .
I am using Payables Manager role for this.
