Arabic Email in iPhone appears rubbish

Hi All

I am sending HTML email with Arabic content from database using Utl_Smtp.Mail,

It's working fine with all platforms and phones, except iPhone only if customer open the email using the default email tool (Mail.app) it will appear as following:

=D8=B9=D9=85=D9=8A=D9=84=D9=86=D8=A7 =D8=A7=D9=84=D8=B9=D8=B2=D9=8A=D8= =B2 =D8=8C

appreciate your support

this is my database nls

NLS_CHARACTERSET: AL32UTF8

DB version: 11.2.0.2

attached is the html email body

even if i try to send sample Arabic text without any html code it's appears as rubbish
