P03b602 Draft is saved without Payor number

Hi All

In P03b602 ZJDE0002 while entering customer draft if the payor no is blank also when the save button is clicked the draft is saving without the payor number or customer number

The client is using JDE 9.0 it is not giving any hard error or warning but i have tried the same scenario in 9.2 it is giving hard error.

I need advice from anyone how to get hard error if payor no or customer no is blank in P03b602 - Work with Draft.

I am attaching the screen shot of one transaction where the customer name & no is blank.
