Advance preference type 25 Grade and potency

In WMS enabled environment, I am planning to use the advance preference type 25 for Grade and potency.

Scenario is that for a sale order to particular customer the no.of days to expire for product should be greater than 200 days.

and if such lots are not available, then no.of products with no.of days to expire to be greater than 150 days.

I have set up the grade 25 preference as shown in the screenshot.

But while executing R46171, system is only considering the first line of preference. It is not considering the second line.

So does the system consider only the first sequence line for preference. or is there any different way to configure this.
