How to fix Bug 26764561 after applying October Bundle Patch?

I have applied the October 2018 bundle patch for database version 12.2.0.1 running on Windows 2012 and am still seeing PARSE ERROR: ospid=5344, error=933 in the database logs. What needs to be done to fix the packages affected by this error?  How can I recreate them with the corrected code since apparently the DATAPATCH command didn't? The full error message is :
