a particular item not picking up discount allowance that is set with order detail group at line leve

A particular item X not picking up discount allowance that is set with order detail group(FREIGHT code H and X item line got this as H in F4211) at line level set for ship to no 123.

Where as for the same ship to different item Y is picking up the allowance in the same order.

But X item is picking other adjustment price.

Please suggest and let me know if any more details needed.
