Is it possible to joint an XLF (translation file) to a template in EBS without Bi Publisher Entrepri

We created a new Template rtf. That Template is almost the same than the original one from EBS. We added sub-totals. As the EBS one has a translation file associated, we would like to use the same translation file with the new rtf.

Is it possible to do that  and how?  We do not have the Entreprise version.
