Business Event - oracle.apps.pon.event.negotiation.publish

Has anyone used this sourcing business event "oracle.apps.pon.event.negotiation.publish"? In the client's R12.1.3 env this business event is disabled. I don't see any documentation for this business event. I plan to use this to send some additional notification (like their login credentials, to make it easy) to the supplier user when the negotiation is published.
