How to schedule a large report set

In Report Manager, I have a large report set (37 reports) that I would like to schedule to run nightly. The first time it runs, both the Publish and Presentation Program and the FSG program are submitted. Both run and complete successfully. All is good. Only the "Publish and Presentation Program" is re-submitted to start at the scheduled time.....all 37 of them are scheduled to start at the same time. At the scheduled start time, all 37 start at the same time and hit the manager at the same time. The user running them can only run 15 requests at
