Trying to make an item Inactive status at child org level. Nothing on hand; no pending deliver txns.

The question says it all. We have an item in the item master we want to change to Inactive to prevent future purchases. Message says not allowed due to either on hand quantity or open deliver transactions. Neither of these conditions exist.

Suggestions?
