proj func burden cost 0 for Inv misc transactions

Dear experts,

PA importing proj functional burden ost as 0 if quantity is .001 and raw cost rate is 299.42

Which should be .001 * 299.42 = 0.29942.

But system derives 0 in expenditure inquiry.

Is there any way that we can import 0.29942 as it is instead of 0?

This is for Inventory misc transactions.

We had to do data fix to import this 0 value also.

Some issue with base_transaction_value which is populated as 0.
