Forms Personalization to restrict multiple holds release

I would like to add a forms Personalization to restrict release of multiple holds where one hold doesn't have release button from Order organizer form in Order management Responsibility.

We have a Business Requirement where user is selecting 2 holds simultaneously from Order Organizer form with one hold not having release button and when releasing the hold the both hold gets released which should not happen.

Can anyone help me out with this requirement.
