How to make optimizer use baseline

I have situation where I have a good baseline but the optimizer will not use it. It insists on using a Plan Hash Value that is not shown in EM as either SQL Profile or SQL Baseline even though both exist. I have looked at DocIDs provided by Oracle but cannot seem to get the proper sequence. The starting Tuning job recommended new indexes which I launched in EM but one index had imbedded ' chars and failed. So, I manually created the indexes and Tuned again.
