RSS Requisition not going thru for approval

Good day

What are the different reasons why an RSS requisition would not attach itself to a valid distribution list?

the approval setups are all correct, the only thing ive noticed is that the client is using a brand new supplier

and it is requisitions against this same supplier that wont go thru for approval

which setup are they possibly missing?
