adop phase=prepare failed with No Concurrent Manager is running

adop phase=prepare  failed with concurrent manager not running!   I just finished a successful fs_clone process and started the prepare for a new patch.  Verified the ICM are running fine,  Is there restart option for the prepare ? How to go about it?
