Downtime Banner in 12.2 EBS

I know until 12.1.3 we have outage banner option available during outages. Does this option available for 12.2 EBS as well ? when doing maintenance user will get outage notice page while accessing EBS page, instead of page cannot be displayed. any document to refer if that option is available ?
