During a silent OEM 13c installation I am being prompted for a config_location even though configure

The config_location parameter in the response file should only be set when configure_shared_location_bip=true, however, my installation is failing on the fact that it has not been set.  In order to continue with the installation, I created a directory and set the parameter, but does anyone one know why it is forcing me to set it?

Additionally, the following parameters need to be added to the Oracle parameter documentation:

Configuration_type

b_upgrade

em_install_type

And if config_location is mandatory, then the documentation needs to state so
