Apply credit hold on zero value order=Yes but order with toal value=$0 did not go on credit hold

Dear all,

We would like to have credit check hold on all orders with a total values = $0.

I setup the OM System Parameters > Values Parameter 'Apply credit hold on zero value order' = 'Yes'
However when I raise an order with a value $0, the credit hold did not apply on the order.

Customer account level is having Credit Check enabled with a Credit Limit of 1000000, and Order Credit Limit is blank.

The expectation is that the system place the order on credit check hold whenever an order raised with $0 .
