Timezone issues with Campus Mtg Table

We upgraded to 9.2 on October 15 and have since been experiencing sporadic mismatches between the Meeting Start times and Meeting End times stored on the class meeting pattern as compared to the same fields on the campus meeting table.  The times on the class meeting patterns are accurate, but for these mismatches the times recorded on the campus meeting table are exactly 3 hours earlier - just like the difference between EST (us) and PST (not us).  Our PeopleTools Base Time Zone is set to EST as is the Oracle database base time zone.  We understand the timezone in
