Redaction policy create error on oracle 12c database

Hi,

I am trying to create a "Redaction Policy" on HR schema. but getting the following error. Tried to create a new table and add a redaction policy on it. But getting the same error. 

My database version is: 12.2 (non-cdb, single instance).

I tried to install patch also, but getting the same error

Patch description:  "Database Oct 2018 Release Update : 12.2.0.1.181016 (28662603)"

Would anyone please help me to solve the problem
