how to intercept scammer call

Hi all,

im trying to intercept a call from a scammer and add his number 6572201639 or modify the headers so that the caller ID is "SCAMMER" or redirect his call (replace the called number) to be 8999 which is an extension on the pbx with a pre-recorded message.

What is the best way to do this and the most simpliest?

This is the invite when it hits the SBC:
