OEM13c wrong patch recommendations

OEM 13.2 display Patch recommendations for patches that we have already applied to WebLogic Domains. There are also compliance incidents for them that i have them resolved but they are not auto closing.

In Oracle Home targets OEM displays the patches as already applied.

If i go to Enterprise -> Provisioning and Patching -> Patches & Updates OEM displays that Target need the patches.

One more thing. I have not installed the samples in any domain but OEM is asking for patches to applied for samples that are not installed.

What i can do to resolve those issues. There are a tone of wrong incidents and recommendations for all domains and servers.
