Need to exclude group of employees from Tranfer to Project Accounting

Using EBS 12.1.0.2 - We have a request to stop our project employees from flowing through the Transfer to Project Accounting process and being picked up by the PRC: Transaction Import as they will start being costed differently than the normal population.   Does anyone have an idea how to exclude this group of people from going through the Transfer to Project Accounting?  Is there some simple setups that can be done to exclude a group?
