How to enable web users to post comments on an activity via the discussion tab?

In the current version of P6 EPPM online in the activities view there is a little discussion bubble that you can click on to post a comment on an activity that other users can also see. I cannot find any settings in the User Administration global security profiles that specifically relate to this feature. Does anyone know how to block or allow certain users to be able to post comments using the discussion tab?
