Patch 28662603 - "Nothing to apply" ?

The patching was connected with the RDBMS upgrade from 12.1 to 12.2. After installing new db home but before running Database Upgrade Assistant, "opatch apply" for 28662603 was run.

Downloaded 28662603 as part of Patch 28689128. Installed successfully with "opatch apply", but when running "./datapatch -verbose" (after the Database Upgrade Assistant finished OK) it tells:

Patch 28440725 (OJVM RELEASE UPDATE: 12.2.0.1.181016 (28440725)):

  Installed in the binary registry and the SQL registry

Patch 28689128 ():

  Not installed in the binary or the SQL registry

Patch 28689128 ():

  Not installed in the binary or the SQL registry

Bundle series DBRU:

  ID 181016 in the binary registry and ID 181016 in the SQL registry
