Data Driven Recipient

I have 3 email address setup in BIP Data Driven Recipient setup but I only saw 1 recipient receive the email

Could you please let me know if this is something I need to check the setup our outlook email or there is any others I need to check?

E1 910, TR 9.1.5.9, BIP 11.1.1.9.0 Office 365
