Unable to Distribute Labor Cost where Expenditure Organization is an department of another LE

We have a scenario where in Project belongs to Canada OU and LE and user entered Labor hours using web adi having Expenditure organization of another LE (US).

Is this a valid scenario? How to treat it.

Now when I tried to run PRC: Distribute Labor Cost for these lines in Canada OU it had no impact. Then I ran the same program from US OU (Expenditure Org belongs to this OU) where I could see the project and lines, the program ran but failed to derive the Segment 1 which is the Company code. It ran for US OU and ideally it should be for Canada OU.
