BWC verifies all project Information with every modification

When going into Buyer Work Center on a previously approved order with multiple lines to change 1 line project/task number it appears to be rechecking ALL lines information for validity again. I get the error

"Project Information on the distribution is not valid. The expenditure item date is not within the active dates of the task."

However it is looking at an older line previously approved that I am not touching. If I go through Core forms I am able to make the same Project/task change on my one line and submit for approval without any problems. Is there a way to change what the Buyer Work Center looks at for approval validation? (only the things that have changed?)
