July and October 2018 CPU causes BIP 12C scheduler to not work and not be recognizable, any ideas?

When we attempt to schedule a report within XMLPServer, we get the following message:

"Job submission failed: Error occurred while scheduling the job. No

scheduler is selected. Enterprise Scheduler is turned off."

The scheduler (and all managed services) is/are up and running fine.

Has anyone else seen this situation?
