Expenses -Loading External Data

I'm trying to load some sample data via Load External Data process for Visa Corporate Card.   The process is either ending in error with a message that I don't have permission or that the file can not be opened.    Is there a specific file type or  name or path that is supposed to be used?   I tried loading straight from a server and my temp directory.

I do have all of the mapping and specific Credit Card/Supplier set up completed.
