How to purchase /service/broadband product in brm ?

Hi,

I want to purchase service level product '/service/broadband' in brm how can i do the same ?

Secondly whenever i am trying to purchase any plan or deal from customer center it is giving me error as please contact your BRm administrator to purchase the product ? why is it so ?
