SOA composite targets missing in OEM

We have several weblogic domains with SOA clusters.

In all our Weblogic 12c domains (for SOA), no SOA Composites/folders nor any SOA composite targets exists.

The SOA composites are listed as deployed on the SOA-servers, and a refresh of one of the domains gave ~50 new targets
- but no SOA composites.

From 11g I expected to find (at least) a SOA partition with SOA composite targets for each SOA-server.

I know that SOA partitions are now called folders - but besides this change of name, wouldn't the structure
with SOA composite targets be the same in WLS 12c?

Am I missing something obvious?
