How to add SO lines into ship-set for lines added through modifier?

When a sales order is created 'online', which triggers a freight modifier (for Freight by line customers), and the FREIGHT CHG item is added to the order, need to find if this newly added freight charge could be put in a ship set with the items else the lines are shipped separately. Fyi-The Freight charge is an stockable Inventory item.

Any help is much appreciated.
