Error while running RepositoryUpgrade.exe on Siebel 18.10

HI,

I have updated my Siebel installation from 18.4 to 18.10. I was able to run WSRanking utility successfully and application is launching without any errors. However when I am trying to run RepositoryUpgrade.exe, it is failing. Only error I am able to find is in IncrementalTablePublish.log file.
