Web Form in Excel does not maintain POV members when saved & reopened

We are experiencing the following issue:

A user has opened a Planning web form in Excel, selected POV on the form, refreshes data, inputs new data, and then submits.

The above all works fine.

The user is then saving the Excel file and will re-open it a later date to make further updates.

When the saved file is reopened, the web form POV is changed and all members are set to the first member in the POV drop-downs (even if the users does not have access to those members).

The form display is still representative of what it was when the file was saved but the POV is not holding to what it was when saved.  Therefore, if the user wants to make further changes they need to reselect the POV and refresh prior to updating and submitting data.
