Unable to Open URL Links in MOS SR

Anyone having issue with URLs add to MOS that appear to be corrupted and fail to open after added to a SR note?  Example, Add this link - https://docs.oracle.com/cd/E19120-01/open.solaris/820-2429/smbserver/index.html when I try to add it to MOS as a Related URL it looks like this:  https%3A%2F%2Fdocs.oracle.com%2Fcd%2FE19120-01%2Fopen.solaris%2F820-2429%2Fsmbserver%2Findex.html and the link will not open when clicked. it takes me to - http://www.oracle.com/splash/support/intgeneric/error-page2-495599.html
