Can't open Snapshot Standby database

Created a Physical Standby on RAC for a single instance primary. This is 12.1.0.2 DB on Linux. Grid on Standby side is 12.2 for an application requirement along with 12.1.0.2 DB.
Used RMAN active duplicate to create the standby. Enabled managed recovery. Enabled flashback on the RAC standby. Converted to Snapshot Standby to perform testing. We brought up instance 1 on node1 to do this. Shut it down and tried to open with srvctl start database -d prod -o open, the instances hung on mounting. We opened instance 1 using sqlplus. It showed READ WRITE for open_mode and Snapshot standby for database_role. But we can't open the other instances. They still hang at mount state with error below.
