Has anyone successfully had the same project charged by inventory orgs in different business groups?

We would like to enable our inventory orgs to trade material, even though the inventory orgs are in different business groups / operating units / ledgers.  This seems like something many companies would want to do, especially multi-nationals who are more likely to have separate business groups.  It can be done between inventory orgs in different operating units within the same business group.  We encountered many errors when testing across business groups, though (see below).  Has anyone successfully done this?  How did you set it up?

Issues:  In our test instance, we enabled two inventory orgs to charge the same project.  They could enter inventory transactions, but Cost Collector errored sending them to Projects.  We pushed the cost into Projects and quickly encountered the next error.  The cost is in two different operating units, but one operating unit gets all the revenue.  We tried to use the Projects inter-company billing to address that, but that errored as well.  We tried using Inventory's intercompany process but that errors as well.  One additional problem is that only employees in the business group that owns the project were able
