Why would NDLN in the F43E01 be zero for a reject requisition?

User is unable to delete(cancel) requisition after it has been rejected.    The reason the error occurs is because the F43E01 field NDLN  contains a value of zero '0'.   This field should have a value of '1' for this requisition.   In order to clear the error, the field needs to be updated via SQL statement before requisition can be deleted.    This does not occur all the time, but has been sporadic.    I am not sure what is causing the field to be cleared.  

Does anyone experience this issue or know the cause?
