FSA limit change during OPEN

Hi,

Can we change FSA limit from $X  to $Y during OPEN enrollment period?  If yes, what would be the impact and what date track to be used during update limit amount? If no, how to make these changes after enrollment close for all employees or few employees? Any information will be helpful.
