What is the step to upgrade from Siebel 8.1.1.10 to IP18.10?

Is it:

Run Migrate Install to IP18.9 > DB Upgrade(Upgrep+IRM_FullPublish+Upgphys) > Configuration

OR

Run Migrate install tp IP17 > Apply Patch IP18.10 > DB Upgrade(Upgrep+IRM_FullPublish+Upgphys) > Configuration
